This report contends that US-China ties have entered a new phase, one increasingly characterized by more competition than cooperation. In response, the text’s author argues the US needs a new grand strategy and provides twenty-two policy prescriptions on how to move ahead. These include proposals on how to compete more effectively with China through improving domestic infrastructure, education and the harnessing of new technologies. Further, regarding foreign policy, the author recommends the US should spend fewer resources on the Middle East, deepen ties with Asian and European allies, improve ties with Russia, and more.
