In recent years, constitutional reform has become an increasingly politicized and intransigent issue in Zambia. The latest constitutional amendment, announced in January 2016, embodied political reforms that the Zambian people have long desired. So why did the national referendum on this amendment fail? This policy briefing points to local political elites putting their interests before those of everyday citizens.
