This working paper analyzes the extent to which human rights have been accepted by Indonesia’s military and police since democratization in 1999. Key findings include 1) that few in these forces fully accept human rights, even though most do pay lip service to them; 2) even where security forces embrace an active role as defenders of human rights, there remains a gap in human rights protection; 3) marginalized groups suffer most from the failure of efforts to enforce human rights, and more. The text’s author also explores how future advocacy efforts can further the position of human rights within Indonesia.
