This brief analyzes how governments might manage climate change risks in highly-vulnerable coastal communities, specifically by expanding the availability and affordability of property insurance. While exploring this option, the brief’s authors 1) examine the Canadian government’s previous efforts to expand flood insurance for coastal centers, and 2) recommend ways to reduce the fragmentation that exists in Ottawa’s current approach towards disaster management.
