This paper examines the legal and policy implications of transferring clean technologies from advanced industrialized states to developing ones. The text’s author specifically focuses on 1) the government-driven barriers that complicate the transfer process, including intellectual property rights, royalties, resources, taxation and tariffs, and 2) the specific steps policymakers can take to facilitate future cooperation and technological exchange.
