This policy brief proposes selected measures that would enhance the US’ commitment to climate mitigation efforts and economic growth. In particular, the text’s author urges Congress to seek bipartisan support for a carbon-fee-and-dividend (CFD) law that would impose a rising financial charge on coal, oil and gas production and imports, and thereby dramatically reduce carbon emissions while simultaneously expanding the US economy.
