This report discusses how to effectively design an emissions trading scheme under the 1997 Kyoto Protocol to operate in Russia. It takes a project-based approach and considers joint implementation (JI) projects and projects under the clean development mechanism (CDM) that incorporate foreign participation. It argues that the system has been ineffective at attracting foreign investment because the structures in charge lack authority and are unable to deal with the economic and energy challenges of climate change.
