This report evaluates exclusively the Norway-financed portion of the multilateral Barents Health Program. It does not measure improvements in health in northwestern Russia, but addresses instead the program's overall profile and implementation. It discusses the extent to which the project portfolio is in accordance with the defined objectives of the Barents Health Program and reviews lessons-learned from the implementation of nine major projects in Arkhangelsk and Murmansk Oblasts.
