This paper investigates the extent to which a change in leadership at the World Health Organization (WHO) in 1998 increased the problem solving capacity of the organization and provided a basis for its increasing effectiveness. It discusses leadership in relation to both internal and external dimensions. The author finds that 'good' leadership is no panacea for inefficiencies within the UN system, but it may nevertheless make a small contribution.
