This report discusses the activities of several international assistance programs to Russia for the disposal of waste fissile materials resulting from disarmament and naval force reductions. It indicates some of the principal environmental and security policy implications of nuclear waste, describes relevant international cooperation programs operating in the region and their capacity to assist Russia, and examines obstacles to international cooperation. The conclusion summarizes findings and sets forth recommendations.
