This report examines how the organizational framework of the People's Republic of China (PRC) influences the in-country implementation of environmental technology projects. This is empirically documented and analyzed through a case study of factors influencing the implementation status of a Sino-Norwegian technological cooperation project for the prevention and control of oil spills, included in China's Agenda 21 (CA21). It argues that the more horizontally and vertically fragmented authority is among governmental actors, the less likely it is that a project's implementation status will be positive.
