This paper examines the role of technology issues in climate change negotiations and deals, specifically the issue of technology transfers to developing countries. The author argues that as of yet there is no transfer mechanism in place. He goes on to assess its potential parameters and the possibility that such transfers can increase cooperation as a side-payment in a new climate change treaty. The author also offers a theoretical basis for climate policy analysis and an assessment of Kyoto's effectiveness.
