This training manual tutors essential planning steps necessary for the establishment of a mine and explosive remnants of war risk education (MRE) program. It covers content and analysis of an MRE needs and capacities assessment; the importance of planning for results and basic principles; setting objectives; developing strategies for MRE; and the use of a logical framework and practice in action planning. The manual links directly to the International Mine Action Standards (IMAS) Best Practice Guidebook 3, co-developed by the UN Children’s Fund (UNICEF) and the Geneva International Center for Humanitarian Demining (GICHD) in 2003.
