A survey conducted by the United Nations Mine Action Service (UNMAS) in Côte d’Ivoire in 2011 revealed that the proliferation of insecure or loosely secured weapons and ammunition was widespread. UNMAS has thereupon undertaken the pilot Physical Security and Stockpile Management (PSSM) program, together with HALO Trust. The purpose of this paper is to examine the main components of the pilot PSSM program in Côte d’Ivoire, including the roles of UNMAS and HALO Trust, key lessons learnt and how the program supports wider Disarmament, Demobilization and Reintegration, Security Sector Reform and small arms control efforts in Côte d’Ivoire.
