The paper examines Handicap International’s (HI) Small Arms and Light Weapons (SALW) project in Libya. It also analyzes HI's rationale for and reasons behind the shift away from a strict focus on mine action into the wider field of Armed Violence Reduction, and to identify lessons learnt from its experience to date.
