This paper assesses explosive threats in post-conflict environments in order to develop a methodology that can identify objectively the risk to the community from generic munition groups. The report discusses the case of Kosovo as an example. The author concludes with recommendations for consideration by the international community, particularly with respect to clear and accurate reporting of incidents involving explosive remnants of war.
