This report discusses the aims of risk education, who should provide it and what should be provided. It focuses on the particular problems of explosive remnants of war and the differences between warnings and risk education, and suggests appropriate responses. The report provides examples from the field as illustrations, before concluding with lessons learned based on operational experience.
