This publication discusses the Ottawa Convention's victim assistance obligations. The author argues that the convention is unique for a number of reasons, especially since it has linked obligations concerning the use of a weapon with a requirement that convention signatories assist a victim wounded by that weapon. The author argues that it would be unrealistic to expect from the world's poorest states that they would demonstrate perfection in the establishment of national victim-assistance objectives.
