This report addresses the creation of the fifth protocol on explosive remnants of war (ERW) to minimize the risks and effects of ERW in the post-conflict period. The report argues that from a humanitarian point of view, the protocol could have been stronger. However, the author concludes that the success of the protocol depends on how states decide implementing the treaty.
