In this article, the authors address the four main steps to completing the life cycle of mine action: the conflict itself, the immediate post-conflict stabilization, the post-conflict reconstruction and the traditional development. The article outlines these four main steps and states that without development, citizens continue to live in poverty and under oppression. The article concludes that mine action planners and managers can forge earlier and stronger links to a country's development efforts if they understand the direction and nature of the evolution from conflict to development.
