This report discusses mine risk management activities in Laos. It details the rise in casualties caused by unexploded ordnance (UXO) and describes the efforts to design and specify an updated and more practical approach to addressing the mine contamination problems in the country. The report explains that the risks posed by UXO in Laos rarely appear in isolation nor do they exist in a static milieu since local perceptions of risk may vary according to time, situation and coping abilities to survive. Therefore, the report states that the villagers and communities in the country, as well as the aiding donors, must constantly balance risk-taking behaviors against the potential benefits derived from them.
