This report features a summary of the findings from Phase 1 of the Norwegian Farmers’ Rights Project. It presents the components of the Project and identifies two approaches to the understanding of farmers' rights: the ownership approach and the stewardship approach. The report shows the achievements that have already being made and pinpoints the central barriers to further progress in implementing the international Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA).
