This study is concerned with international river management, in particular, the Mekong. It is an analysis of regime effectiveness, including a number of both theoretical and empirical perspectives. According to the author, to deal with the politics of the Mekong, the four lower riparians - Thailand, Lao PDR, Cambodia and Vietnam - cooperate within an organization called the Mekong River Commission, while Burma and China hold observer status. The report evaluates the effectiveness of the regime shaped by this cooperation: whether it affects the policies of the riparians and how the riparians affect the regime.
