This publication offers an evaluation of the Norwegian People’s Aid (NPA) Humanitarian Mine Action Project and a review of the Ethiopian Mine Action Programme. The author finds that Ethiopia's demining operations have made a substantial contribution to the resettlement and rehabilitation efforts in the war-affected districts, delivering significant socioeconomic benefits for those regions and promoting the country's post-war recovery. While the NPA has experienced some start-up problems, it has been able to manage these to control slippage. A question that is not yet fully resolved, however, is how to adapt its socio-economic analysis model to meet Ethiopia’s requirements.
