This report examines the EU's strategies for the promotion of renewable sources of energy. It discusses the trading of Guarantees of Origin (GO) as the proposed EU-wide policy instrument designed to help achieve this target. The authors further examine the origins and key components of GO to then analyze policy developments leading to its probable abandonment in 2008. They conclude that the fall of the GO trading instrument is indicative of how the underlying political dividing line between advocates of the European internal market and guardians of national interests moved in favor of the latter.
