This paper discusses the role that the world's four largest emitters of greenhouse gases – the US, China, the EU and Russia – play in the international climate change policy arena. It argues that the withdrawal of the US from the Kyoto Process has led to a shift of strategies in the climate regime and points out the importance of understanding the role of domestic policies. The author further discusses how the developments in their policymaking can explain the shift of alliances, what it might mean for the future of international climate collaboration, and assesses whether or not interests are becoming more polarized.
