This paper discusses the role and influence of developing countries during the negotiations of international environmental agreements. It analyzes the role through the case study of the recognition of Farmers' Rights in the International Treaty on Plant Genetic resources for Food and Agriculture (ITPGRFA), adopted by the UN Food and Agriculture Organisation (FAO) in 2001. By comparing the developing countries' original proposal on farmers' rights and the outcome of the negotiations, it concludes that developing countries had a medium breakthrough for their interests.
