The concept of resilience in homeland security (HS) and critical infrastructure protection (CIP) continues to gain traction and relevance in a 21st century risk environment characterized by volatility, uncertainty, instability, vast acceleration and interactivity. Indeed, in todays world threats are unpredictable and crosscutting between various policy domains, interests, and sectors. While there have been, and continue to be numerous efforts to conceptualize, define, and measure resilience1 (for homeland security purposes), there is also an emerging trend in the growth of training and certificate programs that specifically focus on critical infrastructure resilience, as well as building societal resilience in general.
