The special issue deals with the problem of forced migration and protracted displacement in the South Caucasus. While the phenomenon has plagued the region since the late years of the Soviet Union, the more recent outbreaks of violence between Armenia, the regime in Nagorno-Karabakh, and Azerbaijan have ignited new waves of displacement. Based on interviews and surveys, the issue examines the respective government efforts to cope with the huge influx of refugees and internally displaced persons, how the governments attempted to integrate these persons in the local communities, and how governments have fostered a return of the displaced persons.
