This project examines the technologies and institutions that propel and restrain proliferation, with particular attention to covert activities that receive less attention in the international relations literature. The institutionally-focused component of the project analyzes the historical role of NATO, Euratom, and the IAEA in shaping states’ nuclear options. Drawing on archival documents and interviews with practitioners, the historical review will show how verification technologies were integrated in the past, a fundamentally political process. The project will also shed light on current practices. Turning to the future, the project will survey new research on emerging verification concepts and technologies.
