Motivations for Participation in National Cybersecurity Organizations

Despite the on-going establishment of national cybersecurity organizations globally, a persistent lack of cyber expertise continues to hinder the development of these organizations. This phenomenon is puzzling, noting the interest in the field of cybersecurity reflected in the appearance of undergraduate and graduate-level programs intended to increase the number of cybersecurity professionals. Consequently, it is assumed that the decision to join national cybersecurity organizations, whether military or non-military, is due to cultural differences that limit the participation of knowledgeable individuals. This argument highlighting cultural cleavages, however, is yet to be tested. As such, this project aims to determine whether or not this is indeed the case and attempts to provide means with which these cultural differences may be bridged.
