The “Open Skies"-Treaty symbolises an important element of military transparency, confidence-building and conflict prevention in the Euro-Atlantic area. It permits an annually defined number of unarmed observation flights on previously agreed routes as well as aerial photographs of military personnel and material. After the USA refused to certify a Russian aircraft for "Open Skies" missions in September, the agreement is in crisis.
