Since the turn of the century, Switzerland's approach to neutrality has once again been the subject of controversial debate. The Federal Council has so far seen no need to adjust its policy, but in view of the "neutrality initiative" it must be prepared for an intensive debate. This will also be an opportunity to discuss the question of a foreign and security policy appropriate to the situation and interests.
