Crises are characterized by serious consequences, uncertainty and unpredictability. They typically require immediate action and a consistent management approach by those entities they affect. Crisis management in government must address these challenges, which are broad and complex. This analysis examines strategic government-level crisis management processes in several federally-governed countries. The work demonstrates that countries that are strongly federal have decentralized structures to manage crises. By contrast, less federally organized countries seem to prefer centralized organizational structures in crisis management. However, an increasing consolidation and centralization tendency in the structures to manage crises can be identified in all states as a result of the increasing awareness of contemporary vulnerabilities.
