This edition previews the upcoming Duma elections. Firstly, Darrell Slider and Nikolai Petrov consider the Kremlin’s strategy for the elections, arguing that the Central Election Commission is unable to stop the traditional use of “administrative resources.” Secondly, the same authors review United Russia’s primary elections, noting that they exposed intraparty conflicts. Thirdly, Alexander Sazhnov and Andrei Shenin provide an inside view of the United Russia primary in Saratov Oblast, suggesting that the process did little to convince people that the election of candidates is fair.
